Policy solutions create lasting, impactful change that can help Texas families create a path to healthy, hunger-free lives. We work year-round to advocate for anti-hunger solutions at the state and federal level by educating Texans, engaging stakeholders, and persuading decision-makers.
Federal Advocacy
Federal nutrition programs matter. School Breakfast and Lunch Programs are reliable ways for Texas children to get the nutrition they need to focus on school. The Supplemental Nutrition Assistance Program helps millions of Texas families put food on the table and is the nation’s most effective tool for fighting hunger.
But our federal programs are only as strong as the support they receive on Capitol Hill. Feeding Texas works to protect and expand these vital programs to ensure no Texan is forced to experience hunger.
Our two primary federal legislative priorities include:
The Farm Bill
The Farm Bill governs the federal nutrition programs that serve as the backbone of hunger relief in the nation. We work to strengthen and protect these critical hunger-fighting programs, like SNAP and TEFAP, to ensure a Farm Bill that promotes food security across the nation.
The Child Nutrition Reauthorization Act
Feeding Texas advocates for the Child Nutrition Reauthorization (CNR) Act, a bill that provides federal funding for programs that help children get the nutrition they need to learn and grow. CNR includes programs such as the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), the National School Lunch Program (NSLP), the School Breakfast Program (SBP) and the Summer Food Service Program (SFSP).
State Advocacy
While many of the hunger relief programs we advocate for are authorized at the federal level, the state of Texas makes key policy and administrative decisions that impact how Texans access and experience these programs. The Texas Legislature also manages the state budget, which directly impacts hunger-relief solutions. We work hard to bring hunger solutions to the state level to help food banks meet the need in their local communities.

Updating the SNAP Vehicle Asset Test
In 2023, our SNAP Vehicle Asset Test law passed. It updated the Vehicle Asset Test, which is used to determine SNAP eligibility, to account for inflation in the car market so that families wouldn’t lose eligibility for having reliable transportation.
Streamlining SNAP pre-enrollment
Our 2023 SNAP pre-enrollment bill established a new pre-enrollment system for Texans leaving the criminal justice system, allowing them to apply for SNAP before their release so they can focus on rebuilding their lives.
